According to the ANNEX VI of Marpol

At each bunkering, a representative sample of the fuel oil delivered shall be sealed and signed by supplier’s representative and the master or officer in charge. At each bunkering, a sample of the delivered fuel oil shall be taken, signed for and sealed by the supplier’s representative and the officer in charge. To complete the bunkering operations a sample must be retained by both parties for a minimum of 12 months from delivery.
